And this^ boys and girls, is what we’re trying to fix. When that type of mentality looms around a program, it’s not a quick fix. Can’t just trim the fat, have to get new meat.

Catching up on the grad transfer thing. I believe this is the rule being alluded to. It's an SEC rule about graduate student progress.
