I genuinely understand this sentiment but putting "Well, it's a right as long as we, the government, get to have control over how qualified you are to practice said right." isn't something I'm too keen on.
This does nothing to lessen my agreement with your idea that anyone deciding to carry a firearm has every reason to avail themselves of at least some level of rudimentary training.
I think......we should have a "permit" attached to our SSN's. You go in to a store that sells handguns, you scan or show your SSN. Doesn't mean you bought anything, doesn't mean you even looked at anything, just tells the store that you have had proper training and that you can pass a criminal and yes, I believe some sort of mental background check.
