I’m out on signing any starting pitcher that hasn’t been actively pitching this far into the season. If we signed Keuchel today, he wouldn’t be ready to pitch a starter’s workload until nearly August.

Wouldn’t you wanna fill some of that with Touki, Newk, Wright, Gohara, Bryse, or Muller instead of being stuck with a pitcher that already peaked and is blocking a call up from one of the aforementioned guys?

Don’t think he was necessarily talking about Keuchel but the need to add a veteran pitcher is there.
