All Homeland did was create a new bureaucratic layer under the guise that it would make a bunch of previously independent agencies collude rather than obstruct. All they had to do was consider the Department of Defense and the squabbling between military branches when funding or primacy comes up. Particularly where government is concerned, more bigger never fixes anything ... ever.
