These types of hits don’t align with the spirit of the rule. When the ball carrier does low when the defender has already started his tackle, it should not be considered targeting. That’s tackling.

They need to figure out how to better balance the calls with the spirit of the rule.

Doesn’t even matter if it was his shoulder or his head. Contact to the upper head or neck area is targeting.
