He could start by simply saying that Russia definitely interfered in the election and that this could only have been done under the direction of their leader, Vladimir Putin. Send a message, loud and clear, that this was unacceptable and can't happen again. He still hasn't done that.
Does that drastically change things? Are we willing to back that up with force if Russia does not say "our bad, we wont do it again"? My point is that this seems to be a very minor thing to plant your flag on and defend it to the death (us as a country).
