For docs to be public record, they have to be prepared by a public official or some other individual inside the public institution to whom the public records law applies.
Even assuming a public record paper trail existed, someone would have to formally request them. UT is fully capable of stalling as long as they need before complying.
I deal with public records and requests for them on a weekly basis.
Totally unrelated but in the government, due to unions being a pain in the ass etc. sometimes we would write employees up, but keep it in the desk drawer and give em 30 days to correct their behavior, if they did we'd toss it, if not, it got sent to HR.
Jus sayin...desk drawers are handy.
