That's one of the unique circumstances along with recruiting violations by the school. Someone close needs to be in serious medical condition for the hardship iirc.

Seems like I remember watching his highlights and he seemed a little stiff in his hips to me. Are current commits seem to move really well and are more athletic, but I'll take all the d-tackles we can get. Sign him up.
