Baltimore, a city of 622,000 people, has long been blighted by deep-seated poverty and drug crime in some neighborhoods. The city saw a 63 percent surge in homicides last year, with 344 people slain, though the number of killings has declined modestly this year, by 5 percent through July 2.

The city ended 2015 with 2,634 sworn officers on its police force, down from 2,805 a year earlier, according to Police Department data. From January to June 9, the force shrank by a further 6.8 percent to 2,445 officers, according to city records.

"We're operating short-handed," said Gene Ryan, president of the Baltimore Fraternal Order of Police union, who called the climate since Gray's death a "morale killer."

Both union and police officials say officers have defected to other departments in the area since the riots that followed Gray’s death.

Ryan added that due to staffing shortages police brass are ordering a lot of "supplemental patrols," in which more specialized officers are assigned to respond to emergency calls.

The city's most recent budget cuts the size of the police force by 8 percent to 2,629, still more officers than it now has on the payroll.

This is going to be the continuing trend in big urban cities with what happened last night it will only get worse. The good people who should be LEOs will start retiring/resigning to avoid the environment right now leaving only the bad officer on the force & bad candidates applying thus continuing this cycle of "Us vs Them" mentality. Why would any sane person would want to work this thankless job in an urban city for what 30, 40, or 50k a year and if you make a decision to use force your face and name is plastered on the 24/7 new cycle regardless if it was justified or not.

They are dropping in overall population as more and more people move out of the city to safer environments. We're 30 miles north of Baltimore and our housing industry is booming as anyone who can afford to move is headed up here.

As soon as one of them can afford to move into your neighborhood, property values will drop, more will be able to afford to move in, and you will move another 10 miles out. That is why Atlanta covers half the state of Georgia now.

We can be adults here and have an honest discussion. When you say "one of them", you mean blacks. Well, one easy solution to getting the black community fixed and simultaneously dropping crime would be to reverse liberal policies and restore the nuclear family. Remove welfare for single mom's and do away with child support. Those two things incentive women to have more kids with no father present and suffer no consequences.

I am just giving my observations from Atlanta, or the white flight from any major city. Plus, I agree totally with your comment about the nuclear family.

We do need less cops hired. I am for that.

Less cops means more idiots murdering other idiots. And less detectives means said idiots stand a better chance to stay free. So they can killed more idiots or be killed by other idiots. Either way the population of idiots decreases.

You may be on to something.

This is a good thing. If we have less police officers, hopefully we'll finally end the war on drugs so we can spend the officers' resources busting rapists, thieves, and violent criminals.

Police forces are bloated.

Less cops means less cops to bust rapists, thieves and violent criminals. Not just less "drug" cops.

Why would you want to be a cop, especially if you are white? You either have to die or be prosecuted. The white house on down has a full war on white cops

I guarantee you no one in the city of Memphis is saying less cops is a good thing

Communities will police themselves. Gangs, citizen groups, organized crime will strictly enforce expectations of behavior.

Why don't you understand that you have to actually make points. You can't just plug your ears and say no, unless you want everyone to think you're a joke.

We spend $1B per week on the war on drugs. Do you understand that number?

Good. Police forces should move towards a policy of crime containment, not prevention. Keep it in the areas it exists while the rest of the civilized American's continue to lead peaceful lives.

Less cops won't mean we drop the WoD. If we significantly reduce the WoD then we can have less cops though.

What's happening in Baltimore is not good. I've lived in an area with insufficient policing (poor area of town) and more cops would have definitely improved the lives of the majority of people there.
