I've told you before, the national origin of the attackers has little to do with their ideology. The 1993 WTC attackers were: Kuwaiti (staunch ally of ours), Egyptian (until recent times, a fairly reliable ally of ours), Jordan or possibly Palestinian (West Bank, so could be either), Iraqi (at the time an enemy) and being funded by either a man of Pakistani or Kuwaiti decent.
Or the USS Cole which was masterminded by a man of Yemeni decent and carried out by Yemeni nationals.
And the Khobar Towers bombing which was masterminded by several Saudis and with Lebanese help. All of which fled Saudi Arabia soon after the bombing.
These are just incidents prior to the 9/11 attacks that followed no national guidance and had no borders. Afghanistan and Iraq both provided bases of operation for these groups. As did Libya. So while wanting to implicate the Saudi nation for promoting terrorism, where are the bases of operation for these groups?
It's a huge difference in a nation state declaring war on us or attacking our interests and a group without borders doing it.
