Yes and no. Being that the rebels aren't a formal military, it doesn't necessarily apply to them. But it certainly isn't helping their case at all.
But even if they were an officially recognized force, the capturing nation has a duty to protect the POWs from further harm. And parading them through the streets as such and letting the residents toss garbage at them is not, by definition, protecting them.
The grassroots protesters have managed to form a country, in their opinion, armed with tanks, Grads, Buks, and plenty of Russian soldiers (who are apparently helping turn the tide at the moment, from what I understand). Perhaps the Geneva should apply to them, since they want to wear big boy britches.
But, alas, they are mere common Ukrainian citizens. And Russian politicians are too worried about bringing US officials up for a tribunal regarding Ferguson.

At this point I just shake my head at his posts. No one can have their head stuck so far into the sand as Ras does.
President Poroshenko just dissolved the parliament. Early elections scheduled for around October 25th.
That's too bad. Russia won't have fascists in parliament to blame anymore. I wonder who they'll pin the "fascist" label on next.
I've heard some pensioners in Kharkiv have been plotting a Bingo convention, and, as I understand, shady politics go on at Bingo conventions.
Genghis is who started the whole idea that "this land is our land" (basically, that the whole world belongs to Russia) in the first place. The Mongol Empire was the largest contiguous empire in history, and Russia has always aspired to the same. The Russian Empire at its height (roughly 1860s) actually came pretty darn close.
And even though Russia currently takes up around an eight of the world's land mass, there are apparently some Genghises inside Russia who think it is still too small.
Fortunately for them, looks like it will be getting even bigger eventually, one ****ty Eurasian backwater at a time.
