Here we go hat, I've found a good list of BCS participants and will list all at-large teams with 2 losses:
1998 Florida 9-2 (Orange)
1999 Tennessee 9-2 (Fiesta)
1999 Michigan 9-2 (Orange)
2000 Notre Dame 9-2 (Fiesta)
2001 Florida 9-2 (Orange)
2002 USC 10-2 (Orange)
2003 Ohio State 10-2 (Fiesta)
2005 Ohio State 10-2 (Fiesta)
2005 Notre Dame 10-2 (Fiesta)
Most people need to remember, there are other factors involved than which team is best when the Fiesta and Orange are selecting these 2-loss teams. In 1998, Kansas State finished 11-1 and was left out of the BCS.

The Big Ten Conference has placed the most teams (13) in BCS bowls. The Big 12 and Southeastern conferences each has had 11 teams in BCS bowls. In five of the eight seasons of the BCS, the Big Ten has had a team selected as an at-large team.
Florida State has played in a BCS bowl six times in eight seasons. Oklahoma, USC, and Miami, each with four BCS bowls, are second on the list.
