It's from this show on adult swim called Delocated. It's a really weird comedy about this guy in witness protection. The guy in the avatar is the main character, and he always wears that ski mask and talks with a voice modulator (as if he's trying to protect his identity). I like most adult swim shows, but I'm not too big on Delocated.
