You can't say "Historically it is" because that's not able to be proven or disproven. It's on the cusp of the top 10 because of what it meant 3-4 decades ago. It's top 15 IMO.

| ND's fall the last 10 years, and USC's the 10 before, definitely hurt the rivalry.
Plus, there just isn't the intensity you see with the best rivalries. It doesn't effect a conference race, hasn't effected a national title race in a long time, they aren't in close proximity, and it doesn't effect recruiting very much.
