I think he meant the actual act of measuring them. I mean it's kinda hard to pull tape on a wave that only exists for a few seconds.

I think with the footage you can make an accurate estimation, based on the height of the surfer. He beat the record by 13 feet, which I'm sure leaves some room for error.
