Hoping someone can provide some guidance on how exactly to start a podcast...for as inexpensive as possible.
I have a lot of sound-editing experience as I'm a former Knoxville "radio-personality", but I am a bit of a computer dummy.
I have microphones and a laptop, but that's it.
I need a program for recording and editing as well as tips on hosting the podcast.

Send an e-mail to Basilio. Find it at tonybasilio.com. He's a good guy. I'm sure that he'd talk to you about it. Or call a radio station and ask for their engineer. They get bored at times when things are going smoothly and should be able to talk to you.

For anyone else interested, the trick is getting a really good USB microphone. I've started a podcast and after just four eps, we have a sponsor!
It's been a lot of fun. The nice mic gets a substantial amount of credit!

NFL talk and general tomfoolery.
In iTunes as the Undrafted Free Agents Podcast.
Once we figured out how to get the sound quality sounding right, it's all gone extremely well.

I found it on my podcast app and bookmarked it. I'll give it a listen sometime.
