I called the city animal control. They said I'm allowed to bludgeon it to death, starve it, dehydrate it, or shoot it with a bow and arrow, but I can't shoot it w a gun.

Jesus! The only humane option is off the table!

So let it go right where you are - let it get hit by a car or something or find its way to the woods.. it obviously found its way there.
