At the same time, a U.S. reconstruction project to help shore up the dam in northern Iraq has been marred by incompetence and mismanagement, according to Iraqi officials and a report by a U.S. oversight agency to be released Tuesday. The reconstruction project, worth at least $27 million, was not intended to be a permanent solution to the dam's deficiencies.

What a shocker. Behind the curtain arguing between Iraq and US officials about money and execution of projects. Iraq officials in 2006 concluded it was safe....idiots

I feel bad for the Corps in a way because I understand how frustrating it is dealing with many top Iraqi men. They just don't get it. They don't understand what it takes to keep a city safe. You want to slam your head into a wall most of the time

They are a different slew of people.

Sounds similar to New Orleans in some ways. Not sure incompetence is restricted to those "slew" of people.

The only similarity between the two situations is that both groups of people in both situations (Iraqis/American, Locals/Feds) blame the other.

Outside of that, are completely different situations.

Yes. Corrupt/incompetent people in charge of securing the safety of people from floods, while people living in the flood prone area believe everything will turn out ok. Competely different.

But yea, other than: water, flooding, big cities, corruption, and incomeptence it is completely different.

For the same reason people continue living on the Gulf Coast, along the Florida borders, in Tornado prone zones, and along the California earthquake lines.

Lived in New Orleans for years. Wouldn't want to live anywhere else.

Been numerous incidents throughout the world with water failure. Using that broad terms you could connect them all yet very few if any are the same nor do they fail for the same reasons.

The Mosul Dam and it's history (especially within the Baghdad area) have very few if any similarities to the New Orleans Levees whether we want to talk about previous work done, government interaction within it, or even current/past problems. The incompetence of the Iraqi's and a lot of their local governments are really night/day different from local incompetence of American city governments, including New Orleans. Just a different world with different problems around Iraq.

A slew of local cases I personally dealt with got derailed after two local judges were killed bringing the total body count on judges to around 20-25 (Sorry, I am not EXACTLY sure on the number)....things of that nature that are not typically found in the US
