so it's OK to misappropriate funds, then spend that money on things that don't have to be approved through the civic regulatory process. Smells a bit like Iran-Contra money. Additionally, the position change shenanigans to avoid loss of certification actually resulting in a large raise is just stupid.
I don't know the facts, but if they are as presented in the article, he deserves nothing.
