Welfare, blame the people or the government...

I always thought myself that the people were to blame more so for Welfare sticking around than the government. Granted they both lay in bed together, but if people got off their butts and worked Welfare would go away. Supply and demand affects more than just gas I suppose.

There's always going to be a need for a safety net. Not sure who to blame for that.

Beyond that, it's a chicken and egg situation. Many take advantage of the system and the system in turn locks people into dependency.
