Projects that size frequently will have safety violations. When companies bid those jobs they typically factor some fines in anticipation. Now maybe these companies were excessive.

one of them MCM had been fined 11 times. 1 case provided 10 of those fines. meaning there was one idiot who ruined it for the rest. also if they are doing multi million dollar projects the numbers and amounts of fines doesn't worry me.
