Whites are way outnumbered plus they don't control any of the military anymore. If they put up a fight they will be slaughtered.

They are, but in all fairness they have a large portion of the society that was alive for apartheid. They were subjected to the Land Acts that only allowed black ownership of less than 10% of all farmable land. There has to be some sort of retribution, but this ain't the answer.
