will never happen. it's part of their culture. even if the government doesn't sponsor it, the people will have their parades, dress up, etc.

think of it like a longer version of mardi gras. it would be hard to stop that if all the regular citizens wanted to drink and have parties. and carnaval is in every city (though more famous in certain (usually larger) ones)
