LOL IF you think they would announce this. LOL if you think we are not already hacking Russia. This is the equivalent of a nuclear bomb test back in the cold war. Propaganda.

Its the laughing stock of the modern world. I have a friend who travels to Japan quite frequently for our government. She has told me how much of a joke they think Obama is. They think we are a shell of what we used to be.
