I saw that some years ago, with Bill McCollum from Florida. He was the GOP's attack dog on Clinton, but he outlived his usefulness and became too much just the picture of overdoing it. So he was quietly pushed aside in favor of fresh new faces to make the same tired old arguments.
Seems to be the case again here with Issa. He's all used up and Gowdy doesn't want him in there reminding people that this "investigation" is the fifth or sixth iteration of the same ole', same ole'.
Issa is marginalized.
