apparently the SSN was issued in 1977.

Ludwig died in 1981. so he only had a SSN for 4 years? even though the guy had been working for the government since the 1920s and the SSN came out in 1935

and the first three digits come from where the number was issued not necessarily where the person was born. after reading up on it there is apparently usage of "out of state" SSNs and it is quite acceptable.

The one Social Security number Obama most frequently used, the one beginning with 042, is a number issued in Connecticut sometime during 1976-1977, yet there is no record of Obama ever living or working in Connecticut. Indeed, during this time period Obama would have been 15-16 years old and living in Hawaii at the time.
