Someone at the federal and state level, most likely not qualified for their position and hired from some initiative style program, promoted due to incompetence, or promoted from faux sexual harassment accusations, made some stupid decisions. However since these people are part of pet programs that aren't allowed to fail they cannot be held accountable for their actions. Thus the government, instead of eating their crow as they should, turn on their citizens.
