He's talking utter bollox re. quick negotiations for Scotland to remain in the EU. They'd effectively be a new member-state so they would need to re-apply. If they didn't have a currency union then they would have no central bank so they would not be eligible at all. And there's a strong chance that Spain, Belgium or Italy could veto their re-entry.

At this point, I don't see what the appeal would be for Catalonia, Scotland or Ukraine to join.
The affect for businesses for their home country to leave the EU is negative. It impacts on trade agreements, foreign currency exchange. There would be a major agricultural impact and the fishing industry would be in chaos.
I studied EU law for a couple of years and it is really complicated. But all in all it's positive to be a member-state. Certainly greatly positive to be a large member-state like the UK or Spain with more control.

Instead of being lashed together with these trade agreements with other countries, they could do what they want autonomously that is within their best interests.
