I guess the days of formal ultimatums and declarations of war via nation-states are over. Instead Twitter rants by national leaders is the thing of the day to dictate national policy. Long story short, the President of Azerbaijan has threatened war with their rival, Armenia, over a serious of border clashes the past few days on Twitter.
