Where are you getting they are Raiders' fans? The article states they weren't in town to go to the game.

From the article linked in the post below yours:

According to his Facebook page, Grasset runs Trading Post LA with his father. Last year, GQ magazine named his business one of the top 10 Men's stores in America.

"Trading Post, a small and wickedly groovy corner store on La Brea that’s tended by a tousled young Frenchman named Teddy Grasset. Grasset built and stocks the store by hand—starting with his own line of vintage-inspired, California-made appare," the article reads.

Police believe the shooting stemmed from an apparent robbery attempt.

Blair said detectives are investigating why the victims were in town, but noted they were not in town for the Titans-Raiders game.

How did the Raiders end up @ Tennessee 2 straight seasons ?

This year it was part of the permanently scheduled division rotation. The NFL scheduling of same-conference teams essentially works on a 6-year rotation. Over the first 3 years, each division is matched up against one of the other 3 divisions in the same conference - teams play 2 home games against teams from that division and two away games - (for example, for example, the AFC South is matched against the AFC West in 2016: TEN has two home games against DEN+OAK and two away games against SD+KC; this was determined because in 2013, TEN was scheduled to play DEN+OAK away and SD+KC at home). After 3 years, the divisions rotate around in the same order, but the home and away teams flip (so in 2019 it will be the opposite of this year, TEN will once again play KC and SD at home while traveling to DEN+OAK, regardless of how any of these teams finish the year before). That's the reason why OAK played here this year; it was their permanently scheduled visit to play in Nashville.

Along with the divisional rotation, though, each team also plays two games against teams from the "unmatched" divisions in the same conference that year. So, while the Titans play the AFC West (and NFC North) this year, they also play a game against a team from the AFC East and a game against a team from the AFC North. These games are determined by pairing the teams with the same order of finish in these divisions (the 3rd team plays the third team, for example), with one game being a home game and the other an away game. This also runs along essentially a home-and-away rotation of each division (the division matchup of the two that was the away opponent is the matchup that's the home opponent...for example, TEN played an away game versus 1 AFC West team in 2014, then TEN played a home game versus 1 AFC team in 2015...and then 2016 is the year TEN plays everyone in the AFC West).

That's what happened last year. In 2015, TEN played the AFC East and NFC South, 1 team from the AFC West and visiting a team from the AFC North. Since the Titans finished 2014 in 4th place in the AFC South, they were matched up in those games against the teams that finished in 4th place in the AFC West (OAK) and in the AFC North (CLE). So per the way the schedule worked for that year, the OAK game was in Nashville and the CLE game was in Cleveland.
