These are preemptive measures to cover their butts in the future. Think it'll never happen in the college or high school games? Wait until insurance premiums increase dramatically as a result of further concussion studies and lawsuits.
This isn't about anyone trying to "wussify" football, it's about protecting the league from crazy lawsuits from men who fully realized that their health and safety were threatened by virtue of their profession. And guess what? If it changes in the NFL, it'll happen at the lower levels someday, too.
