this is a really tough question. I am still in complete love with "Same Trailer Different Park" by Kacey Musgraves, but I can't put it in the any all time list yet. Alan Jackson is my favorite country music artist of all time, and "Who I Am" is easily my favorite album of his. Can I call it favorite? Maybe. Sammy Kershaw is far from my favorite country artist, but I do like his stuff. "Politics, Religion and Her" is a phenomenal album though. Every song on it is a great listen. Even has covers of "Memphis" (Chuck Berry) and "Chevy Van". It gets consideration. "Blue Clear Sky" by George Strait would also get consideration. That album flows better than just about any album I've ever listened to. Keith Whitley's "Don't Close Your Eyes" album is also pure brilliance. I can't make a definitive answer. Sorry.
