| nope.
the way it works is NASCAR leases the rights for each number to the car owners. even if they struck a deal for a swap, NASCAR could veto it, which they basically said they were going to do. get ready to buy new Junior gear. |

| hmm...i haven't heard that. the way i understood it was as long as you were paying NASCAR for that number, you can do whatever you want with it.

I could've sworn I heard some people explain it that the number had to be on the track however.
I do remember back when Mike Skinner went back to the Truck Series when Larry McReynolds was a part owner of his team, they wanted to use the #3 since Mike drove the #3 truck (for RCR) back in his Truck days, but there was a freakin' outrage from the fans and he used another number instead, lol.
