For future year high school recruiting (example 2025 and 2026), are NIL specifics discussed or does that happen after the recruit signs?

How do you gauge how much to offer especially for recruits that may have multiple visits lined up? Also does the offer depend on how many years of eligibility has left? Still blows my mind on these up front payments.

Does the university pay for expenses for portal visits for the player and family members? Does the player have a limit on how many official visits they can have? Are portal visits normally announced by the university or are they leaked by media?
