IMO, yes it is. It is a "little" cartoony, but it's not overdone. I enjoy the game very much, so much better than trying to play on PC with dial up.

I like the catroon feel of the graphics. It is very fresh. Reminds me of a PC game out a few years ago where you were supposed to play a mad scientist and build an evil empire... there were control issues, but the graphics looked neat.
