The way he left the mound and charged home after the pitch hit tulo, it's fairly obvious that he threw it with explicit intent to hit the batter. This can also be considered as an intent to harm the batter since they don't exactly toss the ball softly in the majors.

Now, that's typically not a big deal, right? It's part of baseball where pitchers are protecting their team's pride or protecting players from previous events. In this case it was personal and has no place in baseball.
