I'm pretty sure CA (and probably some other states) considers less than an oz of weed nothing more than a fine and court costs. That way you can keep 'em on the streets, pocket the money when you bust 'em and turn 'em loose to play the game again.
That makes a lot more sense than pitching every dude and his doobie in with guys that are no kidding theives/rapists/killers.
