That's news to me. What a dumb idea! The tracks shold be trying to work together for mutual benefit, but that's been a problem as long as I have been going to local tracks. They just cannot get together due to mistrust, jealousy or self interest, or old fueds. When I was involved with the Kpt. track, we tried to work out a non-conflicting schedule with another local track. They wouldn't even discuss it.
